Examination (Regulation 17) of Thurston's Neighbourhood Development Plan

Regulation 17 Independent Examination (Final Report April 2019)

Mid Suffolk District Council, with agreement from the Parish Council, appointed Janet Cheesley BA (Hons) DipTP MRTPI to carry out an independent examination of the Thurston NDP. The examination was conducted through written correspondence only.  The Examiner's final report was issued on 15 April 2019. Within her report, the examiner recommended that, subject to modification, the Thurston NDP met the basic conditions and that it should proceed to a local referendum.

A report on the above was submitted to Mid Suffolk District Council's Cabinet on 12 June 2019 at which it was resolved:

  • That Thurston Parish Council be requested to make the necessary modifications to their Neighbourhood Plan in accordance with the Examiner’s recommendations.
  • That, subject to the satisfactory completion of the above (to be agreed by the Corporate Manager for Strategic Planning); the Neighbourhood Plan be advanced to a local referendum covering the parish of Thurston.

The Reason for the decision was stated as:

To enable the Council to meets its statutory obligations under Section 17A of the Neighbourhood Planning (General) Regulations 2012 (as amended) and to allow the Thurston Neighbourhood Plan to proceed to a local referendum. National Planning Guidance also provides advice on the weight to be attached to a post-examination draft NDP.
